Jay R. Saylor, PE, Consulting Founder ~ Jeffrey Hurd, Vice President ~ David T. Finkbeiner, PE, President
David T. Finkbeiner, PE, President, attended Clarkson University where he earned a B.S. degree in Civil Engineering. He also holds his M.B.A. degree from Rochester Institute of Technology with a focus on technology management. David is the principal structural engineer for Wegmans Food Markets in the Northeast Region of the United States. He also has worked extensively on New York statewide educational and county jail facilities.
For over 25 years, David has had the opportunity to provide structural engineering services on a wide range of complex projects. Notable structures include the multi-span Route 3 Bridge over Salmon River in Oswego, New York; Churchville-Chili Central School District’s auditorium, gymnasium and Natatorium additions in Churchville, New York; and the Highland Hospital post-tensioned parking garage in Rochester, New York.
David joined the corporation in 1999, in 2011 became Principal and in 2020 was elevated to President. He is a proud member of Chi Epsilon and Beta Gamma Sigma, the National Civil and Business Honor Societies.
Jeffrey Hurd, Vice President, has a career that has spanned over 30 years, and includes a broad range of structural engineering experience. Jeff started his career in steel fabrication and this practical and detail-oriented experience can be seen in the way he approaches any project or engineering problem. Jeff has managed the structural design of many large municipal, commercial, industrial and institutional structures. He has extensive experience in steel, concrete, timber and masonry design.
Jeff is the principal structural engineer for Lowe’s Companies, Inc. in the Northeast Region of the United States. Other notable project achievements include the Perinton, NY Aquatic Center, Corporate Crossing Office Buildings, Yates County Courthouse and Office Building and the Genesee Brewery Additions.
Jeff joined HSE in 1998 and in 2017 became an Associate Principal. He is a member of The National Concrete Masonry Association, The Light Gauge Steel Engineers Association, The Engineered Wood Association, The American Welding Society and The American Concrete Institute.
Jay R. Saylor, PE, Consulting Founder, holds a degree in Architectural Engineering from Pennsylvania State University. His career has spanned over 45 years, and includes extensive experience in project management of complex and diverse projects. In 1989, Jay became a partner at HSE and in 2011 became its President. In 2020, he stepped down as Principal and owner of HSE. However, we are pleased that he will continue to provide his expertise to our valuable clients and mentor our staff of structural engineers on a part-time bases. Jay has extensive experience in design integration, as well as project coordination and leadership.
Some of his notable project achievements as principal engineer include the Pinnacle Athletic Campus in Victor, New York; the Genesee Brewhouse in Rochester, New York; and the 933 University Avenue complex in Rochester, New York which is currently in the design and development phase.
Jay has also participated widely in community-based educational programs with institutions such as the American Council of Engineering Companies. He is a Charter Member of the Structural Engineering Institute of the American Society of Civil Engineers of New York.
